Abstract

That the issuance of a general amnesty of important laws, which denies the criminal character of the act for the law, as it is as a waiver of the community represented by the legislature for the perpetrator and forget his crime and give him a chance to return to integrate into society again in order to fix it. And the law of amnesty must be prescribed by law and wisdom in it because it is a waiver from the community Through the legislative authority for the right to punish the perpetrators of a crime or certain crimes appreciates that power. It should know that the reason behind the enactment of such a law is the maintenance and preservation of social peace and society regardless of the crimes committed in the circumstances of a particular political, social or economic legislator sees the wisdom in the waiver of the perpetrators. In an effort to calm the souls and thoughts through amnesty for some crimes Visdl curtain on the past and what it shrouded from the painful memories of an effort not to appease the community and to spread the peace of mind.
