dc.description.abstractThe protecting state system forms the main part to apply the rules of the International Humanitarian Law through the international armed conflicts, the system depend on correspondence basis taken from four conventions of Geneva in 1949, the first additional protocol of 1977, it authorizes natural state which is not belong to one of the parts of the armed conflict, which is appointed by one and accepted by the other part, to do what is on it according to the international conventions. So this study will be on two main sections, the first is about the description of the protracting state system and it is divided into three requirements: The first requirement is the definition of the protecting state system and its importance, the second requirement is the study of arising the protecting state system and its development, while the third requirement is the study of the legal base of it. While the second section is about the mechanism of applying the protecting state system and it is divided into two requirements: The first is studying how to identify the protecting state, while the second is studying the functions of the protecting state.
