Abstract: The rise of the science and the development of the medical make the computer is very important via telemedicine, healthcare or via the distance from the doctor and the patient with a deferent place and deferent situation. A large of information produces from any hospital or medical center. The send of medical images and receive the report with a constraint of bandwidth, memory storage, and also the security of the information for the huge of image and data can be so costly. In this study, the researcher proposed a new approach for the compression of medical images by reducing the medical image data size for storage purposes which could speedily transmit data from the client (patient) to the server (specialist), preserve important diagnostic information from distortion within a compressed medical image, and maintain the quality of the reconstructed medical image. This research was based on an experimental design involving two phases. In the first phase, the JPEG compression algorithm, which is a powerful compression tool, was utilized to compress medical images while maintaining important medical features of a diagnostic area. In the second phase, the Encryption of medical images by the RC4 stream cipher algorithm during data transmission was performed to safeguard the hybrid privacy of patients. The proposed algorithm observed that the adaptive JPEG produced a Compression Ratio of an average of 1:5.92, with an average time of 11.2366 seconds, and the Peak Signal to Noise Ratio (PSNR) values in average is 47.83 in range for the plain medical image and 3.75 in average for cipher medical image, in addition to 4353 in average for mean square error (MSE). The histogram of the cipher medical image is near-uniform, this proves the impossibility to known the statistical information of the original image from Conte the histogram object. the correlation values for the Cipher Images proximate to zero, and more constancy than the plain image when comparison between them. This signifies that there is no relationship between the pixels. This shows the efficiency and performance of the encryption algorithm of the images with NPCR values are proximate to optimal values. The findings showed that the performances of JPEG algorithms with two lossless coding algorithms (Run-length and Huffman) were relatively superior that those of existing algorithms. Specifically, JPEG was highly effective in the compression of multichannel ECG data. Likewise, DCT was also effective in the medical image compression involving regions and non-regions of interest vii (diagnostic area). Moreover, it was found that medical images could be represented in low bits per pixel with good quality. Overall, these findings suggest that JPEG and RC4 algorithms can be effectively used for medical image monitoring and diagnostic software. This means we can handle the digital medical image that represents the Information of the patient easily.
