Abstract

The sports activities have been known within its legal framework to conduct of the public sports facilities. To this end, some privileges of the public authorities within the administrative mandate have been employed. This normative interaction between the State and the sports activities has been enshrined by the Iraqi legislator through the laws regulating sports, by adopting a system of prior administrative license to organize sport competitions and contests. clearly this system grants sports federations the competence of exercise some types of sports administrative control. The most important competence are compulsory sport liability insurance, prior medical examination for all athletes, anti-doping policy, administrative monitor on sports activities and imposing administrative penalties, in the event of violation of sports rules and regulations within the framework of participatory between sports bodies and public authorities
