Agricultural activity stands among the earliest professions practiced by humanity, prompting administrative interest in Iraq, particularly in the agricultural sector. Given Iraq's historical reliance on agriculture as a primary economic pillar, administrations throughout the ages have sought to regulate agricultural exploitation through various measures aimed at guiding individual actions. These measures encompassed the regulation of agricultural land use and the promotion of agricultural production, fostering collaboration among stakeholders to overcome challenges.
